We believe we have a better idea to lower health care costs and health insurance premiums. Here are some suggestions to improve the health insurance and health care system in California.
First, guaranteed issuance of coverage for every california resident regardless of medical issues but only for catastrophic major medical coverage. Every plan would cover major hospitalization for emergency and non-emergency care ranging from accidents to medical issues that require immediate attention and treatment.
Every major carrier would be required to participate and not discriminate against pre-existing conditions. Simultaneously, public entities would be created to compete against these private carriers with the same parameters of accepting all individuals but as with any private company the rates or capital will need to be raised to meet a minimum margin rather than a become sort of public subsidy program.
Mandate individuals and businesses purchase health insurance but allow different limits of coverage similar to what goes on in the auto insurance markets. Young people with limited assets don’t need high liability amounts so why not make health insurance affordable for this segment of the population.
Make grants accessible for individuals with severe and chronic medical conditions. Eliminate medical subsidies for knee and hip replacements along with pregnancy and other similar issues. Allocate grants for very serious medical issues that are cost prohibitive from any viewpoint such as terminal issues.
If individuals or businesses choose not to purchase family health insurance coverage then mandate a penalty or tax which is similar to the new law to be implemented.
Allow for private health insurance companies to underwrite for supplemental health coverage which include office visit copays, prescription coverage and inpatient and outpatient copays.
We believe this would encourage competition, make health care more affordable by getting individuals involved more directly in the cost of medical services and foster more companies to get in the marketplace if profits are to be made.
